Deputy Prime Minister Dmitry Chernyshenko held a meeting of the Board of Directors of JSC "Corporation Tourism. RF". It reviewed master plans for the development of tourist territories " Aina Valley "(Sakhalin region)," Baikal Sloboda "(Irkutsk region)," Belokurikha Gornaya "(Altai Territory)," Kazan Marina " (Republic of Tatarstan).

The meeting, which was held at the Coordination Center, was attended by Irek Fayzullin, Minister of Construction and Housing and Communal Services, Alexander Kozlov, Minister of Natural Resources and Ecology of the Russian Federation, Pavel Kadochnikov, Deputy Minister of Finance, Yuri Gordeev, Deputy Minister of Construction and Housing and Communal Services, Dmitry Vakhrukov, Deputy Minister of Economic Development, and General Director of the Agency strategic initiatives to promote new projects "Svetlana Chupsheva, Governor of the Irkutsk Region Igor Kobzev and General Director of JSC" Corporation Tourism.Russian Federation " Sergey Sukhanov.

"The projects approved today will help solve the task set by the President to accelerate the creation of tourist infrastructure. Their implementation will allow creating more than 8,5 thousand comfortable rooms and over 10 thousand new jobs in Tatarstan, Altai Krai, Irkutsk and Sakhalin regions. Due to this, the tourist flow will increase – according to preliminary calculations, by 2030 the number of tourists who chose these destinations for recreation may reach 2.3 million people," the Deputy Prime Minister said.
General Director of the Tourism Corporation.Russian President Sergey Sukhanov said that following the approval of master plans, investors will be able to start implementing projects.

"One of the Corporation's tasks is master planning of territories. Based on the master plans we are developing, we decided to create a clear product for the market-investment lots that we will offer to investors. Lots will include the necessary set of documents that will allow you to immediately start implementing the project, as well as contain proposals for hotel facilities with a well-thought - out infrastructure for recreation, and all this will be part of the integrated development of the entire resort based on uniform requirements and standards," Sergey Sukhanov emphasized.

Joint work of the regions and the Tourism Corporation.Master plan development activities included discussion of architectural and planning solutions, assessment of the potential and terrain of land plots for preliminary determination of options for linking objects to land plots, conducting marketing research and creating tourist products. During the creation of projects, new names of tourist territories were developed.

As part of the development of the Aina Valley resort, it is planned to create 18 tourist infrastructure facilities on the territory of 101.3 hectares, with a total capacity of 2,600 rooms. The project will be implemented in stages, and the first tourist facility will be commissioned in 2027. To implement the year-round resort, it is also planned to synchronize and combine the resources of a number of federal and regional programs.

"Today, the Board of Directors approved a master plan for the development of the Aina Valley tourist area. This is an important stage in the development of one of the best all-season resorts in Russia, which in the future will contribute to increasing the total length of trails to 80 kilometers. Two gondola-type suspended passenger cable cars, an artificial snowmaking system will be installed, and snowmobile equipment will be purchased. In addition to the developed ski infrastructure, the project will build hotels of different star categories with a total capacity of over 2,600 rooms. Restaurants, cafes, bars, as well as a sauna complex, spa and sports facilities will be opened for residents and guests of the island.  "Aina Valley" will become a modern world-class resort with a developed hotel infrastructure and a wide range of opportunities for active recreation. It is important that they will be held all year round, " said Valery Limarenko, Governor of the Sakhalin Region.

A unique all-season resort "Baikalskaya Sloboda" will be implemented on the bank of the Angara River. On an area of 330 hectares, it is planned to build hotels and prefabricated accommodation facilities for 3,500 rooms, as well as create entertainment facilities, an eco-park and infrastructure for beach tourism and winter outdoor activities. The main attraction will be its own marina with a lighthouse, yacht club, outdoor and winter heated boat storage area. Thanks to the implementation of the project, the Irkutsk Region will receive new engineering infrastructure facilities, including water disposal networks. The project involves a phased implementation, the first guests will be able to visit the resort in 2027.

"The development and implementation of the master plan for the development of the Baikal Sloboda tourist area is important for the region, and we would like to express our gratitude to JSC Corporation Tourism.Russian Federation" for the work done, including in determining the territory that is attractive for tourists, located 40 kilometers from the city of Irkutsk and only 20 kilometers from Lake Baikal. The implementation of the master plan will allow creating an all-season resort in the Irkutsk region with the placement of tourist complexes, campsites, tourist parks, equipment of marinas and other facilities, which will directly increase the level of tourist attractiveness of the Irkutsk region, as well as provide new jobs and additional tax revenues to the regional budget, " said Igor Kobzev, Governor of the Irkutsk region.

Also in the Altai Territory, according to the results of the master planning of the Belokurikha Gornaya tourist territory, the newest year-round balneological resort for recreation and treatment with its own main mineral water supply system will appear. On an area of 49.3 hectares, it is planned to build six hotels and sanatoriums of various categories with a total number of 1,160 rooms.  The structure of the resort will include health and wellness centers, aquathermal centers, multifunctional halls, sports and children's playgrounds, and restaurant complexes.

"The development of the Belokurikha Gornaya tourist area is now one of the strategic tasks in the tourism sector of the Altai Territory. We have successfully completed the creation of a master plan for Belokurikha Gornaya. Its approval at the meeting of the Board of Directors of JSC "Corporation Tourism.Russian Federation" will speed up the construction of tourist facilities directly. Investors are already working on the site, and we expect that in the very near future there will be even more of them. The total amount of investments in the development of the territory is estimated at 17.6 billion rubles. The new resort will be able to receive more than 3 thousand tourists at a time, and 235 thousand people will be able to relax in Belokurikha Gornaya every year. The social and economic effect is also important: more than 1,600 jobs will be created, tax revenues will increase significantly, " said Viktor Tomenko, the Governor of the Altai Territory, who stressed the importance of the project for the region.

The future resort "Kazan Marina" will become a new tourist magnet in Tatarstan and the first tourist center with a full-cycle marina on the Volga built at least in the last 30 years. On an area of 72.8 hectares, it is planned to build nine investment lots with hotel facilities of various categories with a number of 1,250 rooms. The water space of the Volga and Kama Rivers became the basis for creating a full-cycle yacht marina for 300 yachts. The marina will become one of the centers of the interregional tourist route "The Great Volga Way", passing through the territory of the modern Volga Federal District in the historical northern part of the Great Silk Road.

Following the meeting, the Board of Directors of JSC "Corporation "Tourism.Russian Federation" adopted master plans for the development of tourist territories " Aina Valley "(Sakhalin region)," Baikal Sloboda "(Irkutsk region)," Belokurikha Gornaya "(Altai Territory)," Kazan Marina " (Republic of Tatarstan). The next stage in the development of tourist territories will be working with investors and creating special design companies for the construction of tourist infrastructure facilities.
