Born on 24 November 1962.
1985: graduated from the Plekhanov Institute of Economics in Moscow.
Prior to his appointment as Deputy Mayor of Sochi in 2003, he was in charge of the tourism industry there. As Deputy Mayor, Sukhanov supervised the development of a concept for the development of Sochi as an alpine resort. This later laid the foundation for the programme for the construction of facilities for the 2014 Olympic and Paralympic Games.

As Deputy Mayor, Sukhanov supervised the development of a concept for the development of Sochi as an alpine resort. In 2007, he was appointed senior Vice-President of the Sochi 2014 Organising Committee, where he was responsible for coordinating the construction and ensuring reliable power supply to Olympic facilities, transport services, and the Sochi 2014 environmental programme. Sukhanov participated in the development of accessibility standards for people with limited mobility for buildings and structures, approved by the Ministry of Regional Development in 2011.
In 2015, Sergey Sukhanov headed Volga Group Stroi, a subsidiary of Volga Group. In 2018, he was appointed general director of the concession company Severny Shirotny Khod, where he was responsible for financing, construction and operation of the Obskaya - Salekhard - Nadym railway line.
Awarded the Order for Service to the Motherland, 4th Class, and the Medal for Exemplary Service and Distinction, 3rd Class, from the Ministry of Transport of the Russian Federation. Holder of the Silver Olympic Order of the International Olympic Committee.
Honoured Energy Professional of the Russian Federation.

Responsible for the readiness of over 40 hotels with 25,000 rooms in total as part of the programme for the construction of Olympic facilities and accommodation for all customer groups. Supervised the holding of the largest Olympic Torch Relay in history that ran across 83 regions of the Russian Federation.

Holds an honours degree from the Rostov Civil Engineering Institute and from the Moscow State Open University.
Shevchenko began his career in 1985 as a line foreman. Until 2001, he worked at industrial civil construction projects of the Ministry of Assembly and Special Construction Works (Minmontazhspetsstroi) in various executive positions.
From 2001 to 2007, he held positions as Deputy General Director for Production and Deputy Vice President at Transneft group.
In 2007, as Vice President of Olympstroy Group, a corporation that built Olympic facilities for the 2014 Games, Shevchenko managed the design, construction and installation work. In 2009, he joined Sberbank as department head and oversaw construction and procurement projects; later he was promoted to senior managing director of services.
In 2018, joined Zarubezhneft Group.
